Meclis Deprem Araştırma Komisyonu Başkanı İdris Güllüce raporunda, afetle ilgili çalışmalarda kurumlararası koordinasyon eksikliğine dikkat çekti.

Sigorta sisteminin önemine değinilen raporda, “düşük gelir gurupları için, pirim desteği sağlanmalı ve sigorta bilinci geliştirilmelidir” denildi.

Rapordaki öneriler arasında deprem alanında yapılacak bilimsel çalışmaların kurumsallaştırılması ve mevcut Yapı Denetimi Kanunu’nun yeniden yapılandırılması da var.

Meclis’te daimi bir komisyon kurulması gereği de, raporda belirtilen bir diğer husus.

Same arrogance, whole new disaster

It’s all so familiar. A technological disaster, then a commission examining what went wrong. And ultimately, a discovery that while technology marches on, concern for safety lags. Technology isn’t as fool-proof as it seemed.

Space shuttles shatter. Bridges buckle. Hotel walkways collapse. Levees fail. An offshore rig explodes, creating the biggest oil spill in US history.

The common thread is often technological arrogance and hubris. It’s the belief by those in charge that they’re the experts, that they know that what they’re doing is safe. Add to that the human weaknesses of avoidance, greed and sloppiness.

Cutting-edge technology often works flawlessly. People are amazed. At first, everyone worries about risk. Then people get lulled into complacency by success and they forget that they are operating on the edge, say experts who study disasters. Corners get cut, problems are ignored. Then boom.

Technological disasters, like the BP oil spill, follow a well-worn “trail of tears”, says Bob Bea, a University of California Berkeley engineering professor who has studied 630 disasters of all types. He is an expert on offshore drilling and is consulting with the presidential commission into the Gulf of Mexico spill.

Bea categorises disasters into four groups, one of which is when an organisation simply ignores warning signs through overconfidence and incompetence. He thinks the oil spill falls into that category and points to US congressional testimony that BP ignored problems with a dead battery, leaky cement job and loose hydraulic fittings.

Death toll rises to 64 in Uganda bombings

The death toll from bombings in Uganda rose to at least 64, authorities said Monday, a day after explosions ripped through two venues where crowds were watching the World Cup.

At least 71 people were hospitalized, police spokeswoman Judith Nabakooba said.

The casualties included one American death, the U.S. Embassy said. At least six others were wounded.

Mike Hammer, a spokesman for the U.S. National Security Council, called the attacks “deplorable and cowardly.”

He said the United States is ready to provide assistance to Ugandan officials.

The blasts hit in the capital, Kampala, within 50 minutes of each other. The first one struck an Ethiopian restaurant in a neighborhood dotted with bars and popular among expatriates; two were at a rugby sports center.

A senior Ugandan government official confirmed there were three bombs. The second one at the rugby club was the most severe, said the official, who is not authorized to speak to the media because of the sensitivity of the situation.

Stone Atwine was watching the game at the rugby center when the blast occurred.

“It happened toward the 90th minute of the game … this loud explosion,” he said. “We didn’t know what was happening, we were running around, scampering for safety. I saw dead guys still seated in their chairs with blood.”

Atwine said a second explosion struck the venue seconds later, and turned off the lights.

Congo holds two days of mourning for fire death victims

Democratic Republic of Congo President Joseph Kabila on Sunday declared two days of mourning for 235 people who burned to death when a fuel truck exploded and reduced homes to ashes.

Flags will fly at half mast around the the country on Monday and Tuesday “in memory of the brothers and sisters brutally taken from us”, Kabila said in a message broadcast on national radio and television.

Most of the dead, including around 60 children and 30 women, were buried in three mass graves late Saturday in Sange, where flames engulfed dozens of earth-and-straw homes after the tanker overturned the day before.

The toll rose to 235 on Sunday after three people badly burned by the fire died overnight, said the governor of Sud-Kivu province, Marcellin Cishambo.

The UN mission in DR Congo, MONUSCO, said nearly 200 people were injured in the fire, with 32 suffering serious burns taken by helicopter to two hospitals in regional capital Bukavu to the north and Uvira to the south.

Cishambo said 105 people were still in hospital and that a similar number had been able to go home after treatment, adding that the toll could rise as more people succumb to their injuries.

”Hayata Devam Türkiye”

AKUT ve bilim adamları tarafından tasarlanan G-Force deprem simülatörü ile 7.4 şiddetinde deprem deneyimi yaşayan insanlar tedirginliklerini gizleyemezken, interaktif tiyatro oyunu ile afet ve sigorta konusu eğlenceli bir şekilde insanlara anlatılıyor.
5 yıl sürecek olan proje ile 50 il ve 250 ilçede 5 milyon kişiye eğitim verilmesi hedefleniyor.

K. MARAŞ – AFET PLANI UYGULAMA EĞİTİM SEMİNERİ

Kahramanmaraş Valiliği tarafından “İl Afet Uygulama Eğitim Semineri” düzenlendi. Başbakanlık Acil Durum Yönetimi Başkanlığı Eğitim Uzmanı Turan Erkoç, afetler meydana gelmeden önce gerekli tedbirlerin alınması gerektiğini belirterek, “Afet unutulduğu anda olur” dedi.
Valilik Toplantı salonunda düzenlenen seminerde Kahramanmaraş’ın afet durum değerlendirmesi ele alındı. Herhangi bir afet öncesinde alınması gereken tedbirler, afet sırasında nasıl hareket edileceği ve afet sonrasında atılması gereken adımların anlatıldığı toplantıda yerel yönetimlerin üzerine düşen sorumluluklar anlatıldı.
Toplantının açılış konuşmasını yapan Kahramanmaraş Valisi Mehmet Niyazi Tanılır, Kahramanmaraş’ın çok riskli bir coğrafyada yer aldığına dikkat çekti. Özellikle Antalya-Türkoğlu segmenti ve Narlı-Gölbaşı segmentinin Kahramanmaraş’ta kesiştiğini kaydeden Tanılır, “Narlı-Gölbaşı segmentinde bir hareketlilik bekleniyor. Uzmanlar burada meydana gelebilecek bir kırılmada 7’nin üzerinde bir şiddette deprem bekleniyor. Biz de kamu kurum ve kuruluşları olarak hazırlıklarımızı yaparak, tedbirlerimizi almalıyız” diye konuştu.
Türkiye’nin 1999 Marmara Depreminin ardından afet konularında önemli mesafeler aldığını fakat bu hazırlıkların yeterli olmadığını belirten Tanılır, bu konuda eğitimin çok önemli olduğunu sözlerine ekledi.
Başbakanlık Acil Durum Yönetimi Başkanlığı Eğitim Uzmanı Turan Erkoç ise afet yönetiminin bir döngüsü olduğunu ifade etti. Hurricane Alex drenches Mexico’s northern coast

Hurricane Alex ripped off roofs, flooded streets and forced thousands of people to flee coastal fishing villages as it pushed into northern Mexico.

The Atlantic season’s first hurricane largely spared nearby Texas, which had prepared for a possible direct hit. While it spawned two tornadoes and caused 1,000 people to evacuated low-lying areas there, state officials reported no injuries or major damages.

Earlier, Alex whipped up high waves that frustrated oil-spill cleanup efforts on the other side of the Gulf of Mexico and delivered tar balls and globs of crude onto already soiled beaches.

The storm made landfall Wednesday night on a relatively unpopulated stretch of coast in Mexico’s northern Tamaulipas state, about 110 miles (180 kms) south of Brownsville, Texas.

The U.S. National Hurricane Center said Alex was pushing inland early Thursday at 10 mph (17 kph) but had weakened to a Category 1 storm and was expected to weaken further during the day. By 1 a.m. CDT (0600 GMT), it was located about 35 miles (60 kilometers) northwest of La Pesca, Mexico, and 135 miles (215 kilometers) south-southwest of Brownsville. It had sustained winds of 85 mph (137 kph).

Earlier, with heavy rains and winds topping 110 mph (160 kph), it lashed Mexican fishing villages, whose residents fled inland to the town of San Fernando on buses and in pickup trucks. Hundreds of people filled a storm shelter in a town auditorium.
