City police and more than 20 emergency agencies juggled the threat of explosions and challenges of real-time decision making Thursday in one of the largest disaster drills ever mounted in Cumberland County.
The four-hour drill called out, in addition to Millville police, fire and rescue units, their municipal and state counterparts from as close as Vineland and as far as Atlantic City and Trenton. Atlantic City and state police sent bomb disposal units, complete with robots.
The U.S. Department of Homeland Security gave the county Office of Emergency Management $42,000 to mount the anti-terrorism exercise, which will keep participants comparing notes and writing reports for months.
“I think it is a fantastic exercise,” county Office of Emergency Management Coordinator Joe Sever said.
While there were some blips in the drill — held behind Lakeside Middle School — consultants who wrote the drill script and oversaw a post-drill critiquing were happy with the result. County, city and other agency officials generally were positive, too.
Millville police Capt. Wayne Smith said the drill started off right with the opening actions from the first two patrolmen on scene, Steve Jones and Manny Morales.
They were greeted by “wounded,” panicked men and women fleeing a bus where a passenger had set off a bomb.
Smith said the officers grasped the magnitude of the event and reported it accurately, allowing a chain of contacts to start among local, county and state “first responders.”
The basis of the script was a Lion Trailways bus had stopped at Wheaton Plaza on North High Street, where a passenger was found to have an explosive device.
The North Sharp Street school stood in as the shopping center for logistical reasons.

TMMOB Jeoloji Mühendisleri Odası Adana Şubesi Yönetim Kurulu Adına Şube Başkanı Doç.Dr.Sedat Türkmen, “Ulusal afet politikalarımız, her şeyden önce zarar azaltma stratejisi üzerine kurulmalıdır. Afet zararlarının azaltılması ve ülkemizdeki yerleşimlerin afetlere karşı güvenlikli hale getirilmesi bir zorunluluktur. Kaybedilen her an, afetler karşısında ödeyeceğimiz faturayı kabarttığını unutmamak gerekiyor” dedi.
Türkmen, şöyle konuştu:
“Deprem doğal olaylar içerisinde yerkabuğunun jeolojik özelliklerinden biri olarak gerçekliğini inkar edemeyeceğimiz bir olgudur. Biliyoruz ki, deprem kaçınılmaz olarak bir kez daha karşımıza çıkacaktır. Bu jeolojik gerçekliğin bilinmesine karşın bugün yaşadığımız çevrenin afetlere karşı daha korumalı ve güvenli, toplumun daha dirençli olduğunu söyleyemiyoruz. Bu gerçeğin gereği olarak Ulusal bir afet politikası, buna koşut olarak belediyelerin depremi esas alarak hazırlayacakları imar planları, ulusal deprem politikası gibi uygulamalar zaman geçirilmeden oluşturulmalıdır. Aradan geçen 11 yıl sonra bunların ne yazık ki çok azının uygulamaya geçirildiğini ama esas önemli adımların hala atılamadığını görüyoruz.”

“27 Haziran 1998 yılında meydana gelen Adana – Ceyhan depreminde 145 vatandaşımız hayatını kaybetmiş, binlerce konut zarar görmüştür. Ancak aradan geçen 11 yıl sonra merkezi yönetim tarafından bir takım düzenlemeler yapılmasına rağmen artan bir şekilde ranta dayalı bir imarlaşma her alanlada yaygın bir şekilde sürdürülmüş ve deprem hiç hesaba katılmadan imar değişiklikleri yapılmaya devam edilmiştir.

My colleague Andy Pasztor, a master at crash-investigation reporting who covers the National Transportation Safety Board, has news this afternoon that problems with airspeed indicators may have led to excessive speed for the Air France A330, triggering a series of problems that led to the crash.
Airbus, the manufacturer of the wide-body aircraft, is expected to issue an advisory reminding airlines to follow predetermined procedures when pilots suspect that airspeed indicators are malfunctioning, according to the Wall Street Journal report. The Airbus announcement would be the first specific indication that investigators suspect problems with airspeed indicators.
Industry officials stress that it is too early to draw definitive conclusions from the scant data available, and theories of the crash could change dramatically in coming days.
Under this preliminary scenario, Pasztor reported, airspeed sensors called pitot tubes — which are mounted on the outside of an airplane — may have iced up as the plane flew through a ferocious thunderstorm that may have included hail and violent updrafts. The devices, which have redundant features and are supposed to be heated, are the primary way pilots know how fast their aircraft is flying.
